Aakash Tablet is available to those who want to buy it. However, currently the version that is being sold is same as what will be available for students at the cost of around 35$. It has WIFI connectivity but not gsm. If you are looking for set that has WIFI as well as GSM you can do a preorder. However, If you want to try just WIFI version you are good to go.

Update – There were 30,000 Aakash tablet without sim, all of them are sold already. So if you are looking for one, you will have to wait. Or you can prebook UbiSlate 7 (The upgraded version of Aakash Tablet), priced 2999 INR and expected to arrive in late January 2012.
